There is a special reason why I have postponed TT to your last letters and I want here to explain my reason. are slowly proceeding with Palmgren”s big monograph, the publication of which you kindly authorized in your cable of September 15' ny an as well as in your letter or September 1l6th. However the progress of this work has of late been relatively slow and this for the follöing reason: Dr. Lagrelius will celebrate his 70-years anniversary this summer and he is now working to wind up all matters connectöd with his present office. In this connection he has asked me to call your attention to some small arrears on the payment of the Palaeontologia Sinica Konograpl the details of which you will find in an adjoined statement. Xr. Lagre. lius is in no way pressing for immediate payment of these sume, but he will very much appreciate some statement from you as to the way how these arrears may be covered. You will certainly kindly realize thatOMFE Mr. lagrelius as far as possible wants to hand over to his successor a clean table and this is the sole reason why he has asked me to call your attention to these items. We fully realize the special hardships and difficulties under which all cultural work is labouring in Ohina at the present critical moment, and Mr. Lagrelius will be glad to place before his board any statement you will kindly send hin as to the terms when these arrears will be met. I note with much gratitude from your letter of December 3lst that you contemplate to authorize the printing of Miss Bylin”s article on the Chi Chia Ping-material. We are now preparing an estimate on the lowest possible cost of this monogfaph. Of late rumours have been current that you have accepted the position of Minister of Education in the Nanking Government. I ask you pardon that I address you in our former collegial manner and take this occasion to present to you my most respectful and hearty congratulations to this important office. I fear that the position of a cabinet minister must be a-very difficult one at this critical time when all our kind thoughts and sympathy go to China. In these circumstances I feel certain that my congratulations should be directed before all to your people when having at this difficult time the important educational f£ffalrs handled by such an eminent man.
