, According to comment 2026:  This photo was taken in Dihua, around 1920 or later. From left to right in the picture: Xinjiang Governor Yang Zengxin, British Consul Percy Thomas Etherton, and General Zhou Wuxue. The historical event was the awarding of medals to Yang Zengxin by the British Emperor. This event was recorded in Government Gazette No. 1419 (January 25, 1920): The British Emperor bestowed medals upon Xinjiang Governor Yang Zengxin and others... The British Ambassador in Beijing's note said that Xinjiang Governor Yang Zengxin assisted the British Consul in Kashgar during the World War... The Emperor's edict specially approved the awarding of the Second Order of the Star of the Indian Empire... This photo is very precious and belongs to a newly discovered photo of Yang Zengxin.
